Shinoff lost this one.

For decades San Diego School Districts assigned thousands of
students under the AB 2726 "emotional disturbance" and just
warehoused these kids who were probably autistic or had other
disorders but were not emotionally disturbed. They did it so the school
districts would not have to provide special education for the students. They
would warehouse them and when the students got older they dumped them
on to the county of San Diego Mental Health and then the jails. Well, the
county could not absorbed the growth and cost of these kids so they stopped
funding them and turned the kids back to the schools for the special
education services that they should have received. Then Shinoff, on behalf
of Grossmont sued the county {well, Grossmont" the court ruled against
Grossmont in favor and support of San Diego County.
